'84 GTS help

Hey what's up.
I'm 18 years old and just bought an 84 GTS for 500$, my first Celica Though I've been a fan for years. Everything works on it inluding all drivers seat functions! Interior is excellent though it needs both engine and bodywork (284000km).  It looks nice at a glance but if you get closer the rocker panels are like not even there anymore.  I don't know much about bodywork but I have a friend who has welded body panels before and just yesterday I saw these "Do-it yourself rocker panel" type things at PartSource for like 25$.  It's just a piece of sheet metal that's already in the right shape.  I plan to keep this car until the day I die so when it comes to fixing the rust I won't have any putty or anything like that.  If this is a quick-fix type of thing that will rust out again in a year please let me know.  Or how should I go about repairing the body ? Also the cluth pedal is very soft, and when you go to lift it, you can't feel the car pull until the pedal's like all the way up.  Any clues?
