Well, I don't know all that much about what restricts your rpm range but I know that the SOHC R series, like your 22r and my 22re weren't real high revvers.  My celica will go just past 6000 but it's faster if I only take it to 5500 and shift.  High revs are pretty much a combination of all internals including a huge dependency on precise,powerful ignition spark and timing.  The tach goes up to 8 grand to look cool and enhance the visual sporty feeling probably.
