Yep they sure are. The 85 computer uses a Toyota Computer Controlled System (TCCS) while the 83 uses an analog version. I can't think of why it wouldn't start though. The only major difference that I can think of off hand is that the TCCS uses a knock sensor. Or and the throttle posistion sensor (TPS) is different. TCCS = 4 prong plug, Analog = 3 prongs.
That might explain it. Did the TPS plug fit it? It shouldn't have.
You can try adding a knock sensor and switching the TPS. That might help. But I am not sure it that is everything.
