A/C question

My A/C on my 83 GT is pretty weak when idling. I need to lightly press on the gas before it feels cold. Does this mean I need my system recharged with freon, or ?
Also I've noticed here in Delaware, on really hot days the engine temp gets close to the red (hot) zone. Should I look into replacing my radiator fan setup with an electric one?
