LOL A local Ford Escort comes to mind, it has the damn strobes in the head lights. This is the most damn dumb example of rice I have ever seen. Every time I drive by the guy I am either blinded or feel like stoping him and mashing his head with a large pipe!

A simple turn signal and/or running light could look cool and not rice. So long as it was pulled off right (good color). And dimm, no bright lights.
I wouldn't recommend that if you have aux lights though. The next example of rice is the guy with 10 lights blinding every deer and pedestrian for 2000 yards!
