Normal Battery Meter Behavior ??

I was just wondering. Ive had my 84 Celica GT for over 8 Years and it always done this. Is this normal or is there a prob ?
When using the turn signal the battery meter moves with the ticks. The light blinks, the needle drops a bit (just under "12") then pops back when the light turns off. Same with headlights, The meter is around 13 till I hit the healights then its on the 12.  For some reason I belive it does this LESS when its cold outside.  Is this normal ? Thanks for ANY info.
