All good questions. Sorry I wont be any help on these. My cruise control stoped working about a year ago, after a long trip to Reno. I never did figure out why, I just removed it. I am going to fix this once I get the car running again. I really loved that cruise on the highways.
You should run this by the OCC mailing list (www.celicas.org).
BTW What did you check on the actuator?
