wtf is this thing?

when i was replacing my tps where two hoses hook to the throtel body and run below the tps there is somethign there the hoses hook to it broke lookes like one hose ran from throttel body to it and the other ran out of it over to the ball/evap canister on the drivers side fender ne1 got a clue what this is a sensor or what?
