Major Charging Issue

Ok, i recently took out the A/C system and put in a new clutch master cylinder, and now, when i start my car, the voltometer goes all the way up to 18, the top. i can turn on the headlights and it will go down to the normal point, just like when the power goes down with every other piece of equipment i use. but then i rev the engine and the lights get really bright and it goes back up to 18. Im thinking maybe the voltage regulator in the alternator, it may be puttin out too much cuz of a tight belt, but i already loosened it to a lil over half an inch of play. Anyone know what i should do? Oh and it is reading correctly, because the battery acid started boiling over.
