Turning a 3SFE into a 3SGE

You can do this, right?
I think somebody said here before that a 3SFE is simply a 3SGE that's been toned down, my buddy just bought an 89 celica GT and I think that's what he's got.
Does anybody know what's all involved in it?
Appreciate any info.
