This problem is all to common (My passenger mirror has gone lame). The motor has broken and/or died. Basicaly this is a replacement item. You should replace the whole mirror. You can order the morrors from toyota for a fairly hefty charge. Or you can find one from a junker or better yet somone who is parting out a car and can say the mirrors actualy worked.

Replacing the mirrors is fairly easy. Just a couple screws under the inside panel and a plug to disconnect. So this is a definate do-it-yourself fix.
