What should I look out for when buying a 3rd gen celica

There's a 1984 celica a few blocks from me that's being sold for $20. I was just wondering what to look for as far as anything majorly wrong with it. So far I know this about the car.

206241 miles
Timing chain needs to be replaced
NEEEDS a tune up big time
Last time car moved under it's own power was at least a year ago or more.

The trim badge on the back says it's an ST but the engine inside is the 22-RE is there an engine swap here or is there something else I don't know about.

Car was played around with about 3 weeks ago.

I am not sure if it runs.
