85 celica parking lights go on and stay on

My 85 Gts's parking lights go on after ive locked up the car. it doesnt always happen, at least not predictably. Sometimes if this happens i can jiggle the turn signal handle and that will get then to go off. I pulled the fuse for the parking/dash lights, and the lights STILL stayed on. What's the problem here, and how hard is it to fix?
