I have an 85 Celica so the Chilton's that I have only goes up to 85.  I'm not sure if there were any electrical system changes after my year.  All of lighting relays I'm pretty sure are under the hood, except for maybe the blinker relay which might be in the dash.  The dash lights don't go through a relay, just through the fuse and then the switch on the dash... so maybe the switch is bad.
