Dave: The owners manual shows a pretty low deflection when at idle (~10%) so you are close and are probably OK. I did have a time with my guage to read correctly (it would drop to about 2% at freeway speeds!), turned out to be the oil sender. After trying about 3 in a row from the junk yard, I purchased a new sender from Toyota and have had no problems since. BTW, I replaced the oil pump thinking that it was the problem - it wasn't. IMHO, the oil pump will last for a long time if the oil has been changed on a regular basis. Now the bad part - the sender at Toyota is about $50, other auto places had them as well for about ~30.
