Only Toyota trucks had the 22RTE from the factory. They can be kind of hard to find. Just keep looking around some good junk yards. Oh wait your in Sacramento right? Go out to that killer J/Y in Rancho Cambodia.

It isn't bolt on. The truck turbo header is too big for a Celica. It hits the srut tower. And the downpipe hits the steering. You need a custom header or an LC Celica turbo header. Both a expensive.
Other than the header and downpipe all you really need is the turbo (and accessories), and tubing to get the air to the intake. You can slap a turbo on the stock 22RE, even with the ~9:1 pistons. But the first time you try to blay with boost it will blow up. Lower compression, forged, pistons woulg be a very good idea. ~8-8.5:1
Anytime you switch to forced induction a complete rebuild is a really good idea. The engine will be subjected to stresses far in excess of what it has been under for the last 20 years. Seals, bearings, washers, etc, are all good things to replace.
You would also be better off with a different cam. I don't know all of the details on what is good for a turbo cam. Ask the list about this.
As far as turbos go the stock Toyota 22RTE turbo is small and whimpy. LC makes the best turbo I know of for these cars.
