Hmmmmmmmmmm... a 22RTE ECU might work, although the stock ECU should be able to handle about 6 psi. you will want a water cooled turbo, which means you need to find a way to get water to it.. an oil cooler is also a good idea, and and intercooler should be used (the intercooler in a mitsu starion or eclipse works well).
RWDcelicadude on the new forums has a turbo celica and can probably tell you a lot more than I can.
