Rebuilt 22R bottom end with high comp pistons would give you some more power... use your 20R head, you've had head work?
get a TRD stage 2 cam, weber 32/36 carb, K&N air filter, full 2.25" exhaust. That would give you a pretty nice boost... a lighter flywheel would help too, but I dunno if they make those for the 2nd gen celica (you have a second gen, right? 78-81)
