Congrats on the car purchase, hopefully you like it as much as we like ours.
The turn signal sounds like a switch problem in the steering column.  You will have to take the cover off and investigate it.  The turn signal is designed to operate if you hold the lever in partially on so it does not lock into place.  This is for lane changes and such since you won't be turning back the other way to unlock it.  It also when a little farther locks into place for making sharper turns such as a street change at a stop sign.  This is so you don't have to hold it in place while waiting for traffic to clear.  When you turn the wheel back it unlocks it and releases the lever to neutral.
Yours sounds like the flasher itself works and the circuits work but the operational switch itself has a problem.
