It isn't that IRS decreases the power, it is just harder to put the power to the ground.
When you drop the clutch on a Celica the rear end really squats down. Because of the angle of the semi-trailing arms the wheels tilt inwards when the suspension is under normal ride height. Since the wheels are tilted inwards the weight of the car is on the inner side of the wheel.
On a solid axel the wheels are always flat on the ground.
So a solid axel car will accellerate better (under power) than an IRS car. Likewise an IRS car will handle better than a live axel car.
