'83 Celica GTS Seats adjustment....

I just bought a 1983 Celica GTS Liftback, its in pretty good shap only im kind of baffled by a particular lever on the right side of the drivers seat. The Stck, which may or maynot have been covered by something else (long ago) is black and is between the seat and the center console.... it appears to move up and down but nothing seems to occur when it is moved.... My questio: what does this mysteripus lever do? and could it be related to problems i have with the right side of the driver seat sticking on the track so i have trouble moving it foward and back? All insight welcome.
