It ins't actualy a lever, it's a lumbar support tube. It should have little hole ing the end. This piece used to have a pump bulb on the end. This is one of the finest parts of the GT-S driver seat. Just pump it up or let it down and it fills or emptys an air bag in the seat. In all of my celica experiece I have only seen ONE that still works. I have had two sets of seats in my car and neiter had a working lumbar.

The track sticking is bad though. That is how it started with my first driver seat. In the end the track actualy split and the the track to seat back bracket broke because of this. The seat was completely useless. I would start thinking about finding a replacement seat at a junk yard. I only paid $20 each for mine.
