Re: My New White, '83 Celica GT-S...

Rust is a nagging problem with these models. There is only one -real- way to stop it. Grind/cut off all of the rust and weld a new panel in its place. Of course a good temporary fix is a rust killing paint. Just spray it on and it actualy stops the rust. Remember that just painting over rust with normal paint will not stop it. The rust will just keep growing under the paint until it breaks throug again worse that when it started (Hence the term 'car cancer').
There has been a lot of confusion on polishing the GTS wheels. There is a good article provided through celicasupra.com. This is the best way to polish the wheels cheap. You can have a detail shop do it for you but expect to pay $40-$100 per wheel.
As for the rattles these are had to track down. I most cases you have to tear the interior out and put it back together. Chances are you will never find out where the rattle was but that will fix it (in most cases).
I agree with Kori that the water pump is a good thing to check on a high miliage engine. Look for water coming from a little hole in the bottom of the pump shafter (behind the fan pulley).
Good luck, Steve
