The relay, and breaker for the top are on the driver side kick panel fuse box. The relay is the black box just above the round relay, all the way forward on the fuse box. The breaker can be removed, and reset if it's still good, and placed back in the fuse box.

You can use a multimeter for testing both. The raly should make a noise though when powered up. It should make a clicking sound when engaging and disengaging. The breaker has a small hole in the face that you can put a paperclip into to reset it. Do a continuity test on it to make sure that you have a closed circuit.

Are you putting power to the relay coils? You'll hear the relay click when there is power to the coils...
Check for power at the terminals where the relay and CB are with the switch on or off.

I'm not familiar with the location of the switch for the vert tops, but it sounds like you have a cut wire somewhere. You may have to trace the wiring from the fuse block to the switch, and thoroughly inspect it. Was there an aftermarket stereo and/or alarm system added to it?

Santos, any updates? Where is the top switch located? I would assume (which I don't like to do) that it's in the center console, since that's where the majority of the knockouts and switches go. If that's the case, and there's an aftermarket stereo, then they may have smashed the wiring, or accidentally cut it, or worse yet, used it for powering an amp or CD changer.

Good deal. It should be a standard relay. Any car that has the power windows, sunroof, door locks etc, should use the same relay, so 82-85 Celica, and 82-86.5 Supra should supply you with what you need. Those same relay's can be found under the hood fuse block, as long as it wasn't raided. ;)
