Ozzie- I did pull the rack out of a GT. Here is a picture of the firewall tag. Did not do too much looking at the car but it did appear to be factory Manual rack. There was no bracketry, or signs of a p/s system. Who knows someone could have swapped it years prior.

Interesting, I've never heard of a manual rack in a GT, but that "RA64L-BLMQSA" model number is definitely a GT, and the VIN puts it as an '82MY. ToyoDIY does list the manual rack part numbers for all the GT models I checked (half a dozen of them from '82-'84), so maybe some other GTs have manual racks as well. The GT-Ss do not list the manual rack part numbers, though.

Power steering was optional for the 1982 Celica GT & ST.  This is listed in the sales brochure.  You can see brochures here:
http://www.toyotareference.com/celica/1982-1985

The 1983 brochure lists power steering as standard for the GT-S and optional for the GT & ST.

Worked out a solution for my wheel clearance problem. I purchased a 3/16" wheel/brake spacer to put behind the stock GT-s wheel for a clearance issue with Manual steering rack, T3 strut spacers, and 1 coil cut stock springs. Thus far my problems have been solved. No more tie rod contact with inner lip of wheel.

Lucky bastads... My power rack can't keep up in an autocross slalom! It momentarily becomes "manual" when transitioning.... Any fix for that?

Could be low fluid, a plugged filter (if these even have one?), a pump not building pressure fast enough at lower RPMs, or the valve mechanism in the rack not handling the quick change of direction well. The first few are fixable, the last one is probably an issue of design. Anyone else ever have problems with quick direction change in a Celica?

Yea just remove the pump and fluid add some grease and then it will stay manual  You're young, build up some deltoid muscle.
