Can I use the manual rack for an AE86 in my 1985 gts?

I believe you can, but might need different bushings on the driver side.

Have you searched the forums, I think someone has gone through the swap already.

If the distance between the inner tie rod end rotation point is the same between the RA6* and the AE86 then you can direct swap, with some mounting and bushing shenanigans. If the length of the rack is different, you will need to change the distance to match your Celica or you will have pretty horrible bump steer problems.
