You are looking at suspension mods, engine mods, chassis stiffening. My guess to beat that 'vette would be in the area of 7000 or more.

That s a good start   :D

Remeber powers great but without control it is nothing.
With the age of our cars replacing  the whole suspension atleast back to factory specs. would be a great start. If you do that replace your rubber bushing with urthene it lasts longer.
Plus you can find better brake pads that help to stop the car, I've ran accross to mnay ppl that had more car than brake that is a very bad problem to be in.

Get some track time in. see how your car handles in a safe enviroment. plus you will know what your can and can not, what it does like and what does not like.
AFter that you can start up-grading or changing things. remember one thing at a time, so you know and understand how your up-grade/change has effected your car.
  REMEBER: buy a good set of tires, if you can.have too find another set of rims for winter tires if you plan on/have to driving in the winter.

You can do littler thing like new high flow exhaust, open air/CAI filter, better igintion and header  but you should know/understand how your car is going to react before you drop in a 250HP 22rte.

1.What companies sell suspension mods that will really help? 2. Is it possible with about 8-10k$ to have a 0-100 in less than 11 sec. Skidpad of at least .90 and Brakes that will make you scream?

It all depends on how much work you are going to do yourself. Do you know anyone that could help you with wrenching? If you rebuild your own engine and add performance parts you will be looking at about 3000 and up. Suspension parts you may get from Toysport or one of the other suppliers. You will need brakes, by your own admission, but stock wont do in this case. So here are some links:

If you can, find some NOS brakes and just get new performance brake pads.

Then get a whole new brake assembly, replace the lines with braided, and new pads.  You don't need giant slotted/cross drilled rotors to be competitive, especially if you are gonna keep it a daily driver or even a street car.  

I see it as just extra $$$ that could got to something else.
